In early September, the Mailiao incident brought the plight of migrant workers to the whole society in an unprecedented scale. Just as we were to finalize our analysis, the 921 earthquake shook the island, not only physically, but also politically. Amidst the tragedies and turmoil, the hideous nature of Taiwanese society has been relentlessly exposed just like the upturned earth on the fault line.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;We combined the 3rd and 4th issue of ML, hoping to bring to our readers reports and analysis on both events. Our reports are by no means conclusive, as the shock waves are still felt in all sectors of the society. We therefore welcome contributions from everyone on these two pieces of our collective experience.&lt;br /&gt;&lt;br /&gt;Due to logistic difficulties, the Asia-Pacific Mission on Migrant Filipinos (APMMF) is no longer able to participate as a co-publisher of ML. Yet, APMMF will keep providing its regular and important contributions to the newsletter. Some readers have inquired about the subscription of ML. For the hard-working workers in Taiwan, the days are getting harder and harder. The month of September was particularly rough. In first week, a conflict broke out between migrant workers at the Sixth Naptha Cracker Plant in Mailiao, adding insult to injury to the migrant workers already working under harsh conditions. Then came the most devastating earthquake to hit Taiwan this century, sweeping away the hard-earned gains of workers throughout central Taiwan, and taking many lives as well.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt; We also watched as government officials were helpless to do anything to solve the plight of the people, even though their slogans of "help the victims" still echoed throughout the hills and towns. The "seriousness" of damage caused by the quake was made worse by incompetence and corruption! The "relief" given to residents was not the result of a vigilant media! And the "rebuilding" should not be on the backs of workers already bent with the weight of heavy mortgages. The workers should be given appropriate means to rebuild their houses and restart their lives!&lt;br /&gt;&lt;br /&gt;After surviving the earthquake, victims are faced with an uncertain future. Hard-working and honest workers must be strong and alert! The careless treatment of workers exhibited in the hastily-constructed temporary housing is likely only the beginning, and we must continue to investigate. If we find something amiss in the way that victims are being treated by the government, we should persist in our efforts to improve it. We should learn in the midst of this crisis how the government is unable to maintain "harmony" between workers and capitalists, leaving only the workers to fend for themselves. This is further made difficult by a simplistic analysis made by some local groups that migrant workers are the main cause of unemployment and the lowering of local workers working conditions. They even state that the importation of foreign labor has lowered local industry's incentive to upgrade their production and that migrant workers cause a lot of social problems.&lt;br /&gt;&lt;br /&gt;One important basis for solidarity between migrants and locals lies in the similarities in their working conditions. The similarities are prominent even though migrant workers are paid less and their working conditions are far worse than locals. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt; In the recently concluded Labor Summit organized by the National Federation of Industrial Unions in Kaohsiung on September 29-30 some of these similarities emerged. Local workers talked about the introduction of labor flexibility in the labor market. They mentioned the introduction of labor contractualization, which the Council of Labor Affairs (CLA) is encouraging. The second one is increasing overtime to as high as 96 hours a month without pay as long as the union agrees to this in writing. One of the workers from the Railway union also complained that his company did not grant his request for retirement even if he had worked for 25 years as is stipulated in the Labor Standards Law. The Railway Company is insisting that company rules state that workers could only retire if they reach the age of 65 years. Another worker also shared that many companies do not base their pension scheme on their regular pay but on a lower pay scale.&lt;br /&gt;&lt;br /&gt;The local workers' experience in all four examples is very familiar to migrant workers. All migrants are contract workers with a two-year contract that can be extended to another year. When their contracts end, they get neither severance pay nor pension. Many migrants also are either not paid their overtime pay or are paid below that is stipulated in the Labor Standards Law. In the INFODISK Technology Co. factory in Taipei County, migrants are forced to work overtime in their days-off at piece rates which average $NT30 an hour. Those who refuse to do overtime are fined $NT 500 for the first offense and would be sent home if they refused a second time.&lt;br /&gt;&lt;br /&gt;Most employers who make use of migrant workers also often breach the Labor Standards Law or even the employment contract that they signed with the migrants. In a number of factories, the minimum wage is not given outright but is given with certain conditions. Workers are paid between $NT9, 000 to $NT12, 000 as basic pay and the legal minimum wage would only be completed if they have perfect attendance, good performance and the like. Normally, employers also base the overtime pay on the actual basic wage and not on the legal minimum. Most domestic helpers and caregivers, especially in their first three months of work are not given any days-off. A number of them are only given once or twice a month of days-off.&lt;br /&gt;&lt;br /&gt;Overall, why are the conditions of migrant workers and local workers similar on four counts? Employers generally want to maximize their profits even if they are earning billions of NT$. They do these by exploiting workers whether they are locals and migrants.&lt;br /&gt;&lt;br /&gt;Knowing that there are possibilities for local and migrant workers to unite to fight for their rights, management tries to break the ties between workers. Filipino workers at Asustek, speak of their experiences that if local workers or even supervisors get too friendly with them, the migrants are transferred to night shift and the supervisors are moved to other departments or branches to avoid any form of solidarity between them.&lt;br /&gt;&lt;br /&gt;The four similarities of the working conditions of the local and migrant workers earlier mentioned are all clear examples of labor flexibility measures being imposed by industrialized countries to extract more profit from labor. There is no other way for locals and migrants to go but unite in solidarity to stop exploitation of both sectors. Raising the migrant issue as if it were the main problem for local workers would only work for the interests of employers and would never lead to the advancement of the workers' movement in Taiwan. Before the conference got under way, activists at ICLE performed a skit and chanted slogans to express their dissatisfaction with the conference. ICLE said that the government has to pay closer attention to industrial change if it wants to end unemployment, including the transfer of factories abroad, factory closures, and the importation of migrant laborers. ICLE also stated that the government must examine what effect entering the WTO, privatization, and other government policies will have on unemployment. It is not acceptable to reduce the question of job security in Taiwan to issues like occupational training and job assistance. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt; National Labor Conference&lt;br /&gt;&lt;br /&gt;The Promoting Committee for National Confederation of Trade Unions(PCNCTU) held the first National Labor Conference in Kaohsiung on September 29-30, discussing political, economic, and social issues related to labor in Taiwan. A joint statement was issued after the meeting, to serve as a model for the labor policies of presidential candidates. The statement includes a clause regarding migrant labor: "There are only capitalists and workers in this world, and we should work in solidarity with our brothers and sisters to struggle against the ever-increasing power of international capital."&lt;br /&gt;&lt;br /&gt;Sincere Thanks to Migrant Friends&lt;br /&gt;&lt;br /&gt;The Catholic Hope Center held a church service and donation drive entitled "Love Knows No Borders" on Sept. 27. 700-800 Filipino and Thai workers were in attendance to pray for victims of the earthquake and present their donations. Special donations and material support were given to Aboriginal victims of the quake. The Taiwan Aboriginal Tungchou Association and the Jenai Township Government Office expressed that they were moved by the concern shown by migrant workers for the Aboriginal people of Taiwan, who also occupy the bottom rung of the social ladder in Taiwan. The weather is getting colder in Nantou County, but the sincere show of kindness by migrant workers has brought some warmth, said Aboriginal representatives.&lt;br /&gt;&lt;br /&gt;Anniversary Celebrations of the IFUGAO Organization Migrant workers spend their days off in the Taipei Train Station, near the church on Chungshan North Road, or in the 228 park, but workers from IFUGAO Province held a different kind of activity on September 12. The workers celebrated the one year anniversary of the founding of the IFUGAO Organization, complete with traditional dancing, singing, and a raffle drawing. Under the constitution of ex- Yugoslavia this company was 'social property'. However all Albanian employees were locked out of their jobs in 1990. Throughout these last years the trade union has tried to protect miners' property and assert the right of miners to return to work. For several years this protest was directed at the Milosevic regime, now they have a new problem: French KFOR (Kosova Force) troops have occupied the mines and metal processing plants and refuse to allow workers' access. Over these years the miners have lost everything that they have created by their work. Their families now have nothing. In the last year 33 members of union have been killed, 11 are missing and many of their houses are destroyed.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Workers were hopeful that after the war, with the end of the violence organised by Milosevic, they would be able to retake control of our mines and factories. They have drawn up plans to resume production, including drawing up a budget to obtain necessary machinery etc, but unfortunately the International Community does not seem to recognize their rights. Even though they have prepared plan to restart production, which would benefit the whole Kosova community, especially the miners, they are prevented by French KFOR troops from entering the mine, even to try to ensure that flooding does not occur. Workers have held meetings with KFOR and UNMIK (United Nations Mission in Kosova) but they cannot get any agreement from them. Therefore on July 27th this year they held a protest demonstration outside the mine with the slogan 'Allow us to work and live from our jobs.'&lt;br /&gt;&lt;br /&gt;Despite the protests they remain locked out. So they want to step up protests and for this they are asking for international support and solidarity. That is, workers who entered the country on or after July 3 of the previous year qualify for a tax rate of 20%. Note: Workers who reside in Taiwan for under 183 days the previous year must begin counting their period of residence beginning on January 1 of the next year. They must still pay a tax rate of 20% for that year until they reside 183 days in that year.&lt;br /&gt;&lt;br /&gt;For example, if you arrive in Taiwan on October 1, 1998 and leave on June 1, 1999, you must pay a tax rate of 20% for the 1998 as the total residence time in Taiwan is less than 183 days (31+30+31=92 days); the tax rate for 1999 is also 20% as you will not have resided in Taiwan for more than 183 days (31+28+31+30+31+1=152 days) Refunded taxes can be collected in September of each year.&lt;br /&gt;&lt;br /&gt;Q : What is the difference between craft union and industrial union?&lt;br /&gt;&lt;br /&gt;A: In Taiwan's trade union law, trade unions are divided into craft unions and industrial unions. Members of craft union are workers of the same craft, such as tailors or carpenters. Industrial unions are composed of workers of each individual workplace: a factory, an office, etc. Members of industrial unions tend to be genuine working class. Yet, since their organizations are confined to each individual workplace, they are not big enough to bargain meaningfully with their employers. There have been struggles in Taiwan that have pointed towards international solidarity, the correct way in struggling against international capital. We have a great deal to learn in this respect from Filipino workers. Many of the contradictions in Taiwanese society are directly linked to the alliance between global capital, local capitalists and the KMT. If capital is globalizing, can the labor movement afford not to? Don't forget, the struggles in 1988 among the local bus companies were linked to the KMT's transportation policy, and foreign capitalist pressure to export cars to Taiwan. Is the government's policy of "privatization" and entering the WTO not related to foreign efforts to break monopolies in Taiwan? Workers are presently given two days off a month. On days off, the management company ships the workers to Taichung or Chiayi for religious services or free activities. Workers are fined NT$6,000-10,000 if they spend the night outside the work area. Entering and leaving the work area is usually allowed after the day's work is completed, but the low wages of the workers means they cannot afford frequent transportation to and from the work site. Most workers remain on the work site to save money.&lt;br /&gt;&lt;br /&gt;*Meals are provided by the management company. A canteen is set up for each 1-2 camp, feeding between 700-1,000 people. The meals at the OL-2 camp housing Filipino workers includes a main dish, a soup, and rice. Thai and Indonesian workers at the Haifeng Area share the same canteen. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt; *Migrant Labor Wages:&lt;br /&gt;&lt;br /&gt;Company Nominal Monthly Wages (NT$) Actual Monthly Wage (NT$)&lt;br /&gt;&lt;br /&gt;Formosa Plastics&lt;br /&gt;&lt;br /&gt;Samsung Construction&lt;br /&gt;&lt;br /&gt;CTCI&lt;br /&gt;&lt;br /&gt;Chie-lu Engineering&lt;br /&gt;&lt;br /&gt;Tampang Cleaning Company&lt;br /&gt;&lt;br /&gt;Note: A Singaporean foreman for the Samsung Construction Company said that daily wages for Thai workers of Formosa Plastic is NT$1,200. Formosa Plastic keeps NT$600, and after subtracting for food, lodging, and management fees by Samsung, Thai workers earn NT$550 a day. NT$5,000 a month is taken for forced savings, another NT$5,000 is taken by the broker(for 6 months), leaving workers NT$5,000 a month.&lt;br /&gt;&lt;br /&gt;*Lodging for Migrant Workers: Each lodging area for migrant workers is called a camp, and is given a label (Mitsubishi Contractors separate camps by nationality to facilitate management).&lt;br /&gt;&lt;br /&gt;Each camp includes between 5-6 buildings, each 5m wide and 20m long, and two bathrooms, each 5m wide and 12m long. Each building is divided into a white and green section. The white sections are air-conditioned, and green sections are not. Only the offices and electrical generating room are air-conditioned.&lt;br /&gt;&lt;br /&gt;Some of the green residential areas have been subdivided into smaller rooms, while others remain as a large open room. Subdivided buildings have been divided into 12-14 rooms, each holding 10 people, while undivided buildings can hold up to 200.&lt;br /&gt;&lt;br /&gt;The bathroom doubles as an area for washing clothes, but does not have adequate drainage equipment. Migrant workers have to take buses out of the plant to get where they want to go. Few people visit the site, but conflicts between workers on August 25 and again on September 5 brought the area to the media's attention. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt; There was a number of reactions to the conflict at the plant. Formosa Plastics, the employer, blamed the Korean labor management company, but the company claimed they had done all they were supposed to do, and said that perhaps if the number of translators was increased to 1:50 workers from 1:200 workers, things would improve. Other "experience" companies said that workers of different nationalities should not be put together, and workers should not be allowed to drink under any circumstances. The Council for Labor Affairs stressed that the three Filipino workers who had caused the problems had already been sent home, and the CLA had set a cap on the number and length of stay of workers imported by Formosa Plastics. The CLA also announced that they had fined the Korean management company and labor brokers involved between NT$3,000-30,000 for violating the Service Act. The labor brokers were also forced to shut down their operations, and hand in their licenses. Local residents were concerned about the conflict. They were also angry about the host of promises broken by Formosa Plastic, and declared they were out to "put an end" to the business.&lt;br /&gt;&lt;br /&gt;Of course, the actual problem still needs to be looked at more carefully. The news reports and opinions are reactions to the problem after it exploded, and overlook key issues. First, Formosa Plastics is the company that imported the laborers, and is responsible for them. The company should not try to shift responsibility to other companies. It's too late to bring up points now like bad communication with the Korean labor management company, increasing the number of translators, prohibiting the workers from drinking alcohol, etc. Increasing the number of translators would not improve the poor working conditions or lengthen break time. Regardless of whether a single nationality of worker or several work together, if work stress is high, then conflict will erupt. Moreover, in most cases migrant laborers in Taiwan work with local workers, as most companies are limited to importing 18% of their work force from abroad (lowered from 24% six months ago), unlike large investment projects, which do not need to follow these limits. Yet similar problems have not arisen between local and foreign workers! Drinking is common to people throughout the world (other than many Indonesian workers,cause of the conflict was not that the workers drink, and instead we should ask why they wanted to drink? Perhaps just to relieve pressure? Then what is the reason for the conflict?&lt;br /&gt;&lt;br /&gt;The CLA's policies are little more than afterthoughts, and make an error of principle. Everyone knows that sending workers home will not solve the problem. The CLA said they will carry out inspections of all companies that employ more than 200 migrant labors between now and December, and will cap importation limits of those companies found in violation. The CLA will also inspect a number of the smaller companies, randomly chosen. This is too late. Most of companies in Taiwan are small-medium enterprises, with less than 200 employees total. Many violators are bound to slip through the CLA's grasp. Moreover, the fines imposed by the CLA are too light, and will not prevent companies or brokers from continuing to violate the law. Finally, there are not enough labor inspectors in Taiwan, and migrant workers are trapped by their contract with their employers. Since there is no other way to resolve the problems, conflict erupt. The media in Taiwan has recently focused on blue collar workers in industry, but has overlooked migrant domestic workers and healthcare workers, who are often heavily exploited, without protection, but also removed from view.&lt;br /&gt;&lt;br /&gt;Of course the culture, language, lifestyle, etc., of peoples around the world are all different, but this is not the main reason for the conflict between migrant workers in Taiwan. If this were the case, how would we explain the peaceful coexistence of migrant and local workers? Difference may create friction during work, but this will not necessarily expand to a conflict between thousands of workers. In the latest conflict in Mailiao, Thai workers requested that the company improve their living conditions and work environment. We should look at this request more carefully.&lt;br /&gt;&lt;br /&gt;The reaction of nearby residents is understandable. The area is a fishing community in slow decline. The residents were hoping that the industrial park near their home would bring them prosperity, but all it brought was pollution, a host of broken promises, and conflicts between migrant workers. Their sense of unease is now a shared feeling among most people in Taiwan, but migrant workers should not be used as a scapegoat. &lt;br /&gt;&lt;/span&gt;&lt;div type='text'>關於麥寮移工衝突事件</title><content type='html'>唐曙 勞動人權協會&lt;br /&gt;&lt;br /&gt;雲林麥寮的六輕工業區是一個幾乎與世隔絕的地區，在這裡打工的移住勞工們放假都還要專車接送往返。原本應該是一個少人聞問的地方才對。但是由於今年8月25日和9月5日兩次大規模的移住勞工衝突，使得新興工業區的移住勞工問題又浮上了檯面。 &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;在這衝突事件發生以後，各界的反應大概有幾個方向。雇主台塑認為是由於包商三星公司管理不當，三星公司則強調該做的都已經做了，也許應該調整翻譯(管理) 人員的配置，每200人設置一名翻譯改為50人一名翻譯。一些「有管理經驗」的企業則強調不應混合僱用，應只僱用一國移住勞工，並強調一定不可讓這些工人喝酒。勞委會則強調滋事三名菲勞已遣返，要凍結台塑的移工配額及其延展，三星公司及相關仲介業者若有委任管理的過失，其仲介業者將可依就業服務法罰 3000到30000元，必要的時候還可以停止其業務，撤銷其營業許可。麥寮的當地居民則對於這種衝突表現出不安，再加上幾年來六輕開發支出所答應回饋地方的支票一一跳票，居民的情緒顯得非常激動，並揚言要把事業單位「打死」。&lt;br /&gt;&lt;br /&gt;當然，問題的癥結有待進一步詳細的調查才能確定，現有的報導和各界的看法都也只能針對現在浮出檯面的問題做的回應，但這些回應要不是避重就輕，就是模糊了焦點。台塑作為移工的申請事業單位自當負起責任，推諉是不對的。三星公司那種溝通不良的提法和僱用一國勞工、禁止喝酒等作法根本就是倒果為因。再多的翻譯人員也解決不了惡劣的勞動條件現實和休息時間有限的苦悶。由於過重的工作壓力，不要說不同國籍移工間的衝突，就算是同國籍的移工間也會發生衝突，這種案例很多，所謂僱用一國移工就沒有衝突的說法並不實際。更何況，除了這些重大投資項目可專案特權直接引進移工而不必受比例限制外，一般引進移工的事業單位還是要按勞委會規定的比例申請(五月前是24%，現在則降低到18%)配額，所以還是有本勞和移工的相處問題，但也沒有釀成大規模而又激烈的衝突啊﹗至於喝酒，那是一種全世界性的文化(更何況大部分的印尼勞工還是回教徒，回教是禁止喝酒的)，移工喝酒後會鬧事不是因為喝酒，我們該問的是為什麼會喝酒？只是因為情緒失控？那失控的原因呢？&lt;br /&gt;&lt;br /&gt;至於勞委會的對策只能是亡羊補牢式的，或者我們應該說勞委會在移工政策上就犯了原則性的錯誤。遣返不能解決問題，大家都知道，這是做給勞委會自己看的。勞委會主委詹火生說要從即日起到十二月間，針對僱用移工200人以上的企業進行勞動檢查，有違規者將凍結齊移工配額和延展，200人以下企業則採重點抽查方式。這種做法為時豈只是晚，根本就來不及了。台灣絕大部分企業仍屬中小企業，總聘僱人數不足200人者多的是，這種重點抽查的做法根本是挂一漏萬，徒具形式而已。再則就業服務法中的相關違法罰責太輕，根本無力嚇阻雇主及仲介業者，再加上政府勞動檢查的人員嚴重不足，移工礙於雇主的契約箝制願意透露售剝削情形的人少之又少，如何能有效解決？最後只能以衝突的形式表現出來。此外，近年來台灣談到這個問題時，都集中在產業界的藍領移工，對於被剝削的更嚴重、能見度更低、受法令保障更少、不得不忍氣吞聲的幫傭、監護工，則更是一個長期忽略的問題。&lt;br /&gt;&lt;br /&gt;我們相信各民族之間都有文化差異和不同的生活習慣甚至手勢，但這絕不是移工衝突的主因，要不然我們如何解釋本勞和移工間的相處。由於有差異，在一起工作的過程中一定有因誤解產生的摩擦，但摩擦並不見得就會擴大成幾千人的衝突。在這次的衝突中，泰國的移工就提出訴求，要求資方應改善工作環境與條件，也許這才是值得密切注意的一點。&lt;br /&gt;&lt;br /&gt;至於麥寮社區居民的反彈是可以理解的，一個逐漸沒落的漁村，本來指望新興工業區能繁榮地方，但換來的只是污染、徒具形式的「回饋」和對移工的不解和不安，這種不解和不安已經變成台灣絕大部分人民在生活中的共同情緒，這又豈是只拿移工當代罪羔羊就能轉移的呢？ &lt;br /&gt;&lt;/span&gt;&lt;div class="blogger-post-footer"&gt;&lt;img type='text'>Migrant workers are not scapegoats!</title><content type='html'>Lorna Kung Hope Worker's Center&lt;br /&gt;&lt;br /&gt;The dispute between Thai and Filipino laborers was the largest conflict among migrant labors in the history of labor importation in Taiwan. The "collective conflict" was the result of long-term suppression! The conflict did not arise from racial conflicts between the two groups of workers, but was caused by work pressures, high-stress management, as well as by the company's decision to use Filipino workers as foremen for Thai workers. The conflict thus has class and not racial roots. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt; As members of a more developed country, we should be grateful to each worker. We do not deny the work that migrant workers have done, work that has built up Taiwan's infrastructure, allowed Taiwan's economy to continue to grow, and led to high consumption rates in some areas. We should not forget this because the workers involved are migrant workers, from less economically developed Southeast Asian nations. Yet migrant workers, because of language and cultural differences, and the combined oppression of labor brokers and an exploitative working system, are unable to stand up and speak their peace in Taiwanese society. This is the beginning of their nightmare as a structurally weak group in Taiwan.&lt;br /&gt;&lt;br /&gt;Migrant labors have been used as scapegoats in a number of recent events! When discussions over flight links between Taiwan and the Philippines were still going on, the Council for Labor Affairs began to use Filipino migrant laborers as a bargaining chip when the government of the Philippines belittled Taiwan's representatives. The government made scapegoats out of Filipino migrant workers in Taiwan to support their own nationalism! The government has continued to import foreign workers into Taiwan regardless of the high unemployment here, leading to complaints from local workers and aboriginal peoples that migrant workers have taken their jobs. The CLA, and capitalists, who have profited from the importation of migrant labor, continue to import cheap labor, turning the migrant workers in scapegoats for their immoral labor policy! The fighting among migrant workers at Formosa Plastics led society to link the importation of migrant workers with an instability and a lack of security, but overlooked the improper management, substandard living conditions, and horrendous working conditions that are the real causes of the event. The media's simplistic portrayal of the migrant laborers as a ticking time bomb was yet another way of scapegoating the migrant laborers.&lt;br /&gt;&lt;br /&gt;With brokers' fees reaching as high as NT$150-200 thousand, low wages and poor working conditions, immoral employers and brokers, all kinds of company restrictions and repatriation for the small infraction, if the working conditions of migrant workers in Taiwan does not improve, it will bring down the overall working conditions in Taiwan! However, we, the Aboriginal community, do not feel the slightest joy at these sudden and unexpected demonstrations of concern.&lt;br /&gt;&lt;br /&gt;In the past, the country's labor policy betrayed the Aboriginal workers because their wages were higher than those of foreign laborers. Mainstream public opinion today demonstrates the same short-sighted logic: Government officials and business management chip away at working conditions as much as possible, even if these conditions are essentially inhumane. Now the unemployment of Aborigines is used as a phony justification for failing to acknowledge the abuse of foreign laborers.&lt;br /&gt;&lt;br /&gt;As much as we suffer over our unemployment, we feel even more deeply for the generally terrible working conditions facing foreign laborers and their pains from working overtime, as well as from mental depression, physical exhaustion and racial discrimination.&lt;br /&gt;&lt;br /&gt;Taiwan must give serious thought to improving working conditions to raise the overall productivity and competitiveness of our economy. If it is unable to do so and, instead, continues to lower costs by exploiting regional differences in wages and human right conditions, then Aboriginal workers will forever remain mere pawns to be repeatedly appeased, then sold out.&lt;br /&gt;&lt;br /&gt;Taiwan's labor policy has never considered the Aborigines as a community that should be evaluated independently. Therefore, it has not been able to effectively integrate the Aboriginal labor community into the general labor community. There were burglaries reported, and the police were busy trying to stop the rumors from spreading. A aboriginal police officer told us, "It's all been caused by the media, there's been no burglary here. Luckily for us there are migrant workers, otherwise the media might have blamed aboriginals for some crime!" Those without power are always used as scapegoats.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;We continued our trek onto Tsaotun to find out if there were any workers in need of help because of collapsed factories. Police at the Tsaotun station told us, "There's been no reports of any damage in the Nankang Industrial Park, but the damage at the Lungli Textile plant is very serious." After getting an address, we took off for the plant.&lt;br /&gt;&lt;br /&gt;Driving up to the plant, we passed a uphill section of road seriously damaged by the quake. Groups of women workers from the plant were coming down the hill carrying lots of things in their hands. We discovered that they were Thai workers who were to be returned home on that day. A total of 21 were workers were slated to go home. Just as we were about to ask some questions to find out the reason the women were being returned home, a man who looked to be a manager yelled out, "Who are you? What are you doing here? ... Get out of here!" The Thai women passed us by, one of them with tears in her eyes.&lt;br /&gt;&lt;br /&gt;We hung around the area for a while, and the man eventually told us that there were a total of 56 workers in the plant, all of whom were Thai and women. Why were they being sent home? "Our plant is just about destroyed, and no one has even come out to look at it. I asked the workers to come into the plant yesterday to help out, but they wouldn't, saying they were afraid! They don't have any sympathy at all. The plant foremen had to help up, how come they weren't afraid? Those workers are no use to us anymore." Even Taiwanese, used to earthquakes, were scared out of their wits by September's tremor, how can you expect workers from Thailand not to be afraid?&lt;br /&gt;&lt;br /&gt;We returned to Taipei with heavy hearts.&lt;br /&gt;&lt;br /&gt;On September 27, the Central News Agency ran a report saying, "The unemployment rate remains high in Thailand, and the government advises that Thai workers living in Taiwan remain there as 'advance foreign exchange soldiers. Yet the government has given low-interest loans to companies in quake-stricken areas to convince them to remain. The Employment Stabilization Fund represents the unemployment of a large number of local workers and high exploitation of migrant workers. However, since it happened in the midst of the controversial "two-states policy", when the Ministry of Foreign Affairs of the Philippines uttered something contradictory to the political circumstances in Taiwan, it seemed to offend Taiwanese politicians and they took advantage of this opportunity to make waves. The Taiwan authority then used "Stop import Filipino workers" as counters in bargaining and to retaliate on RP Government. Taiwan broker agencies especially seized this chance to complain and accuse the Philippine government of having requested too much from the Taiwan brokers in the name of protecting Filipino workers. What we have been seeing is that Filipino workers, who have nothing to do with this air agreement, suddenly have become persons concerned and the ones to be blamed.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;&lt;br /&gt;CLA authorities and Taiwan brokers happily stated that "We have already built labor training centers in other countries." That is to say, when those "untamed" Filipino workers are driven away, they will import some workers who are more "tame and gentle" and will not fight against employers and brokers. We can clearly see the logic of market : Under the pro-capitalist government's protection, capitalists can not only close plants arbitrarily and export capital, but also exploit working masses perfectly justifiably under the assistance of brokers and regulation planned by the government.&lt;br /&gt;&lt;br /&gt;Therefore, in this masquerade hosted by Taiwan and Philippines, every one lifts the beautiful and graceful veils, and shamelessly enjoys delicious food with knives and forks. Who are the sacrifice on the dinner table, then? We are afraid that it will not only be the Filipino workers. Participants in the conference will include members of NCITU, delegates from independent trade unions, labor organizations, scholars and experts. They will discuss the present significant issues concerning workers. Discussion topics in WCNA are divided into three sections: “Labor and Economy” (labor conditions, union organizations, occupational hazards, migrant workers, strikes and industrial disputes, industrial democracy), “Labor and Society (retirement , privatization of state-owned enterprises, female labor, labor and housing, un-employment), and “Labor and Politics” (evaluation of political praxis of trade unions, election and political systems, consolidation of workers’ political power).&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;NCITU believes that there has been “political liberalization” in Taiwan, but it is still not genuine democracy. Because of the unequal treatment to labor in working places, society and politics, it is still a situation under martial laws for the employed labor. Therefore, NCITU decided to organize this conference to analyze the unjust policies , and propose concrete suggestions regarding labor, social and political issues.&lt;br /&gt;&lt;br /&gt;There are three optional drafts about the theme of the conference, “Farewell to the Old Century and toward A New Society”. It is said that confederations of trade unions including Kilusang Mayo Uno (or May 1st Movement) of the Philippines, Korean Confederation of Trade Unions (KCTU) and Zenrokyo (or National Association of Labor) of Japan will be invited to speak in the conference. The government of Kaohsiung City helped a lot in assisting their activities financially.&lt;br /&gt;&lt;br /&gt;We would like to propose two expectations from WCNA. Firstly, through the discussion of migrant issues, migrant and local workers can know each other better. Since the 1980s, Taiwan workers have overcome tremendous oppression to initiate a new wave of independent union movement. Workers have transformed the yellow unions or built new ones, and the rights of working class began to be partially protected. However, the national organizations of unions are still limited. The only legal general federation, the “National General Federation of China” is a super big yellow union controlled by the KMT and the capitalists. There is no genuine national organization belonging to Taiwan workers.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;It did not change until 1997, when independent trade unions in grassroots formed county-level federations of industrial trade unions in Taipei city and county, Kaohsiung city and county, Tainan, Miaoli, Hsinchu and Ilan counties. In addition to organizing the workers, these 8 federations began to challenge the regulations set up by the ruling class, and try to form alliance with some trans-area unions , such as Chinese Telecommunication Workers' Union, Taiwan Oil Trade Union, Taiwan Electricity Power Trade Union, Taiwan Railway Trade Union, Federation of Trade Unions of Taiwan Tobacco and Wine Monopoly Bureau, Ta-Tung Industrial Trade Union, and have established the PPCNCITU, with the hope of developing the labor movement as the primary social force in Taiwan. NCITU organized “Rally for the Dream of a New Society” on May 1st, 1998, the greatest mobilization of workers in Taiwan since WWII. The May 1st this year organized the rally of “The Nightmare of the New Taiwanese -- Anti-Unemployment,”in which more than half of counties and cities in Taiwan held simultaneous rallies.&lt;br /&gt;&lt;br /&gt;It is difficult to put the slogan “Workers’ Solidarity” into praxis. But more than 400 grassroots unions with more than 250,000 members are beginning to transform this slogan to action. Placement Fee and Others</title><content type='html'>Filipino migrant workers in Taiwan pay exorbitant placement fees. Besides this, they have to pay a third year extension fee and employers deduct up to one third of their salary as forced savings to prevent them from running away.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;Both the Philippine and Taiwan governments turn a blind eye to these unjust practices. While the two governments acknowledge that Filipino migrants should only pay one month of their basic wage of $NT15, 840 plus other fees that the Philippine government imposes for a total of $NT24, 000. In practice, however, Filipino workers pay up to as high as $NT182, 000 in placement fees.&lt;br /&gt;&lt;br /&gt;On the other hand, the third year extension fee and forced savings have been legalized. The Council of Labor Affairs (CLA) has made a regulation on the former, while the latter is already stipulated in the employment contract that has been agreed upon by the CLA and the Manila Economic and Cultural Office (MECO).&lt;br /&gt;&lt;br /&gt;In essence, both governments do not want to be held accountable to these unjust practices. For the Philippine government that is understandable since it has already deregulated its labor export program. For the Taiwan government, the CLA has always ruled in favor of the employers and private employment agencies more popularly known as brokers.&lt;br /&gt;&lt;br /&gt;That is why both governments make it very hard for the migrant workers to assert their rights in fighting against these practices. Filipino workers have to file formal complaints against Philippine and Taiwanese private employment agencies for the government to act on their behalf. The Philippine government itself acknowledges as early as 1996 in its Overseas Employment/Travel Advisory for migrant workers to Taiwan that "the level of prevailing fees being charged workers bound for that country is however much more than the prescribed rates".&lt;br /&gt;&lt;br /&gt;It has come to a point that Philippine officials blame the migrant workers for their woes. These officials say that the migrant workers did not listen to the Pre-Departure Orientation Seminar (PDOS) or that they allowed themselves to be duped and even blame them for not complaining.&lt;br /&gt;&lt;br /&gt;Taiwan authorities have a different approach. When the migrant workers file a formal complaint, the brokers conveniently show the CLA a promissory note that the migrant workers were forced to sign indicating that they have incurred a loan with the brokerage firm. The CLA accepts this as legitimate, which cannot be challenged in court. As to why the migrant workers incurred such a loan, which is larger than the legal placement fee, and to a foreign entity at that, the CLA does not offer any satisfactory answer.&lt;br /&gt;&lt;br /&gt;In the first place it is not easy for the migrants to complain especially in their first year of stay in Taiwan. Besides the said fees, migrant workers who come in Taiwan before July 1st are taxed 20% of their income and they are made to pay health insurance. Either the migrant workers are still in debt if they paid in cash in the Philippines or they are only earning $NT3, 000 or less a month for a year because of salary deductions to pay for the placement fee.&lt;br /&gt;&lt;br /&gt;This condition emboldens employers and brokers to exploit more the migrant workers. There are also company and dormitory rules that are so strict even for minor offenses like bring in your own food in dormitories. Penalties are imposed by the employers which the broker's employees who act as dorm coordinators implement and fines from $NT100 up are imposed. There is even one case in Asustek in Nankan wherein one migrant worker went out without her Alien Residence Certificate (ARC) and the coordinator decided to forcibly repatriate her back home. This is one of the most powerful weapons of employers and brokers alike, the threat of arbitrarily sending home migrant workers for whatever reason they would want.&lt;br /&gt;&lt;br /&gt;Employers take advantage of the financial constraints of migrant workers and the threat of repatriation hanging like a Damocles' sword on the migrants that they flaunt the Labor Standards Law. There are many cases wherein the minimum wage is not given by imposing conditions for it to be fully paid. These are complete attendance, good quality of work and the like. Usually the overtime pay is pegged at the lower wage or it is paid not properly at all. There are even cases wherein the salaries are always delayed and other anomalies are committed.&lt;br /&gt;&lt;br /&gt;Overall, however, it is the high cost of fees extracted on migrant workers both by the private placement agencies and the Philippine government and the big power exercised by the brokers over the migrants that cause the biggest headache among migrant workers. Essentially, the Philippine government benefits from the existence of brokers. It is the brokers that finds jobs for its citizens which in return fills up the government's coffers with its own fees and the remittances that the migrants send back home helps prop up the Philippine economy. It is also convenient for the Philippine government to blame the brokers, Philippine placement agencies, employers and even the CLA for the migrants woes. This would reach its climax next year when the Labor Export Program of the Philippine government would be fully deregulated. type='text'>除了勞動力以外，移工還要付出什麼？ --關於仲介費及其他</title><content type='html'>在台灣的菲律賓移工付過高的仲介費。除此之外，他們還必須付第三年的延期費用，且他們薪資的三分之一還得被雇主扣為強迫儲蓄，以防他們逃跑。&lt;br /&gt;&lt;br /&gt;台灣政府和菲國政府雙方卻都無視於這些不公平的作為。雖然雙方政府都承認， 菲籍移工只應付一個月的基本薪資（台幣15840元），再加上菲國政府課徵的其他費用，共為台幣24000元。然而，實際上，菲籍移工付了高達18萬2千元的仲介費用。 &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;另一方面，第三年的延期費與強迫儲蓄也已合法化。勞委會(CLA)已對前項做了規定，同時，後者也經勞委會及馬尼拉經濟文化辦事處 (MECO) 的同意，已在雇用契約上做了規定。&lt;br /&gt;&lt;br /&gt;實質上是，雙方政府皆不願對這些不公平的作為負起責任。對菲國政府言，這些是可理解的，因為它早已將出口勞工政策去管制化。對台灣政府言，勞委會的規定一直是站在雇主和私人仲介業者的立場。&lt;br /&gt;&lt;br /&gt;這就是為什麼雙方政府一直壓制移工為伸張權益而對這些作為的反抗。菲籍移工必須向政府正式提出對菲國和台灣仲介業者的申訴，以使政府為其伸張權益。甚至，菲國政府早在1996年，在其對移住台灣勞工的′海外雇用/旅遊諮詢′中，便提到“工人到該國一般被索取的費用，遠高於所規定的比率。”&lt;br /&gt;&lt;br /&gt;更有甚者，菲律賓官員將菲籍移工的痛苦歸咎於移工們本身。官員們認為，移工們不聽′行前說明′(PDOS)的警告，或認為移工們放任自己受騙，更甚而責備他們不提出正式申訴。&lt;br /&gt;&lt;br /&gt;台灣當局則有不同的作法。當移工們正式提出申訴時，仲介業者便向勞委會出示移工被強迫簽下的借據，指稱他們已向仲介公司借了一筆款項。勞委會承認這樣的借據是合法的，而在法院也成立。然而，對於移工為何向外國的仲介借貸高於 法定仲介費的額度，勞委會並沒有提出令人滿意的說明。&lt;br /&gt;&lt;br /&gt;首先，對於移工而言，特別是在台第一年期間，申訴並不是一件容易的事。除了以上所說的費用外，在七月一日以前抵台者，會被徵收薪資的20％為賦稅，且他們還得交健保費。結果是，移工因在菲國付現金而負債，或者因每個月扣繳以償仲介費，而每月僅實領台幣3千元。&lt;br /&gt;&lt;br /&gt;這樣的情形使得雇主及仲介業者得以大膽地剝削移民勞工。此外，有很多公司和宿舍的規定，這些規定甚至對於細微的事情都做了嚴厲的界定，如在大型宿舍中，帶自己的食物進入是被禁止的。處罰是由雇主制定，而由仲介業者聘用的宿舍管理員所執行，罰款為新台幣100元以上。有一個發生在南崁Asustek的案例：有一個移工沒帶著外國人居留證（ARC）外出，管理員便強制遣返他回國。以任意理由威脅將移工遣返是雇主和仲介最有力的武器。&lt;br /&gt;&lt;br /&gt;雇主們利用移工的經濟困境，並以勞基法為殺手劍威脅隨時遣返。在很多不足額給薪的案例中，移工們被要求遵守一定條件才可拿到全額薪資。這些條件包括：全勤、工作品質良好等等。通常加班費是以較低薪資標準計算，或甚至完全沒有被給付。甚至有些案例是，薪資被延遲或不正常發放。&lt;br /&gt;&lt;br /&gt;總之，移工被私人仲介和菲國政府所榨取的高額費用，及仲介公司對移工所有的高度控制權是移工們最頭痛的問題。實質上，仲介業的存在使菲國政符蒙利。這些仲介業者們幫助了菲國公民找到了工作，這些出國工作的人所繳交的費用充實了菲國國庫，所匯進的款項支撐了菲國的經濟。對於菲律賓政府言，將移住勞工的痛苦怪罪於台灣仲介、菲國仲介、雇主、甚至台灣的勞委會，是最便利的方法。這些狀況在明年將會達到最高峰，因明年菲國政府的勞動力輸出政策將完全地去管制化。也就是說，對於菲國移工所遭受的任何不幸或痛苦，菲律賓政府將完全不用負擔任何責任。&lt;br learnt that the misunderstanding, prejudice and ignorance of local workers towards the migrant workers is so serious!&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;At first, facing the KMT's policy of importing migrant workers, as a local worker, my instinct reaction is like this: Of course, at the very beginning, we insisted on objecting to the import of migrant workers. Why? Because, as we all know, the main purpose of importing migrant workers is to benefit the capitalists by reducing the cost of labor. And at the same time, the most direct effect of it is squeezing and lowering the working conditions of local workers. During these years, since the migrant workers have been imported, I think, most of our working class friends have felt and strongly experienced something, such as the rising unemployment rate and the continuously reduced salary. And because of all these situations, the local workers intuitively blame on the migrant workers and have some misunderstanding and prejudice against migrant workers. I think those workers with class consciousness and friends with global perspectives would not like to see this kind of things happening.&lt;br /&gt;&lt;br /&gt;We workers and friends involved in transforming the unequal society, under the circumstances in which the power of the capitalist bloc is overwhelming, can only face the reality of the pouring import of migrant workers. For the capitalists, to reduce the cost and maximize the benefits is their ultimate purpose. So we should not expect the KMT authorities to act on their own initiative to reduce the import of migrant workers. On the contrary, I think they will increase the quota, because the capitalists have tasted the fruits. (Look, hasn’t Wang Ung-Ching tried to propose the migrant-only-EPZ?) So, after acknowledging the reality, we call for all our working class friends attention, our enemy should be those who import the migrant workers, the capitalists, not the migrant workers! We should open our arms to embrace and accept them, because they are local workers' brothers and sisters, the same exploited class as us. They came to such a strange country so far away from their hometowns so they are more exploited and oppressed than us. So, I think, while the local workers are struggling for our own rights, we should not forget to invite them to join us. Furthermore, we can even help them fight for their rights. In this way, when they have their working conditions improved, it also helps protect and improve the local workers' working conditions, right?!&lt;br /&gt;&lt;br /&gt;NOTE: Actually, those so-called 'bad habits' of migrant workers mentioned in the labor education courses, the local workers may also have, haven't we? Hundreds marched in Johannesburg and Cape Town, while a march through the capital Pretoria was cancelled early Saturday when less than a dozen people turned up, SABC public radio reported. COSATU's Gauteng province secretary Norman Mokoena said the nationwide protests were called to highlight the high number of job losses in the country.&lt;br /&gt;&lt;br /&gt;“COSATU has declared a crisis in the economy,”he told the South African Press Association. It will be a monthly publication with the sole purpose of promoting understanding and solidarity between migrant and local workers. Information, articles and reports will be the main contents of this newsletter.&lt;br /&gt;&lt;br /&gt;Two organizations jointly publish "ML". These are the Working Organization for Women (WOW) and the Asia Pacific Mission for Migrant Filipinos. The WOW engages in and promotes grassroots women in Taiwan. The APMMF works for the promotion and protection of migrants' rights and welfare not only in Taiwan but in the Asia Pacific and Middle East regions as well. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;This first issue contains the joint activities of the two organizations. These are namely, the film showing workshops held among Filipino migrant workers and a two-day conference on unemployment and migrant workers in Taiwan. We will continue to work towards greater dialogue and unity among these two entities as depicted in the Common Understanding written in this paper.&lt;br /&gt;&lt;br /&gt;Any comments and opinions regarding the content of our publication is always welcome. This was the theme of the film showing workshop for Filipino migrant workers held in five areas of Taiwan from May 9 to June 6. The workshops were meant to hear from the migrant workers themselves what their problems are, why they were forced to work in Taiwan and, if the Philippine government gives them a lending hand or not.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The Asia Pacific Mission for Migrant Filipinos (APMMF) and the Working Organization for Women (WOW) organized the activities in close coordination with five Catholic groups. These are with Sr. Joy Salomo in Nankan, the Hsinchu Diocese Migrants Apostolate, the Hope Workers Center in Chungli, the Stella Maris Mission in Kaohsiung, and the Rerum Novarum Center in Taipei. The Labor Rights Association (LRA) also gave assistance for the workshops and joined the activities.&lt;br /&gt;&lt;br /&gt;An award winning Canadian documentary film called "Modern Heroes, Modern Slaves" started each workshop. This film depicted the commodification of Filipino migrant workers. Some migrants who watched the film perhaps reflecting on their own lives and situation shed tears. Others cried while sharing their experiences. It was really sad to hear one woman become a caretaker in Taiwan just to earn enough money to spend for her husband's medical expenses. She could not even take care of her own loved one back home.&lt;br /&gt;&lt;br /&gt;Almost all of the participants in the workshops were unanimous in saying that unemployment, under-employment and the low wages in the Philippines forced them to work abroad. The APMMF then shared with them that this would remain so as long as the Philippine economy is backward, agricultural and non-industrial. The government has aggravated this condition by implementing the terms dictated by industrialized countries by embarking on liberalization, deregulation and privatization program.&lt;br /&gt;&lt;br /&gt;Most common problems encountered by the workers were the high cost of placement fees and the third year extension fees being collected by Philippine placement agencies and local brokers. Others include forced savings and company rules and policies detrimental to their rights. All of these problems emanate from the imposing power of the brokers with both the Philippine and Taiwanese government's witting or unwitting support.&lt;br /&gt;&lt;br /&gt;Other problems of the migrants are work related, like computation for wages and overtime pay, few benefits and even tax refund. Contract substitution was also mentioned as a problem and treating holidays as an ordinary day. For caretakers and domestic workers, not enough food, too much work, no day-off, maltreatment and even demeaning of the human person were aired out. Some factory workers on the other hand mentioned the relationship between migrants and locals as a problem.&lt;br /&gt;&lt;br /&gt;As for the MECO, most think that it has done little to improve the lot of its citizens working abroad. What came out of the Nankan workshop was more precise. There are government laws and policies being overlooked and not properly implemented. Those in government are more concerned with their remittances than their welfare. In essence, migrant workers are treated like commodities.&lt;br /&gt;&lt;br /&gt;Finally, the APMMF urged the migrant workers to get organized not only to fight for their rights and welfare as migrants but as Filipino citizens as well. Migration will go on and on as long as there are no fundamental changes done in the country for the common good. This conference was held by WOW (Working Organization for Women). Although there were some differences in opinion, a common understanding of the issues was reached by all after the activity.&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;The two-day conference was entitled "Did Migrant Workers Steal Our Jobs?--Internationalization of Capital and Unemployment" and it was held on May 20 - 21 at the NTU. Participants in the two-day activity included the Labor Rights Association, Labor Front, Information Center for Labor Education, Hope Workers Center, Rerum Novarum, and Taiwan Indigenous Peoples Association.&lt;br /&gt;&lt;br /&gt;A documentary film on the commodification of Filipino migrant workers called "Modern Heroes, Modern Slaves" ushered in the activity. This film served to facilitate the discussion on the causes of migration. Mr. Ramon Bultron, the executive director of the Asia Pacific Mission for Migrant Filipinos, then delivered a paper on the Labor Export Program of the Philippine government and the root causes of Philippine migration.&lt;br /&gt;&lt;br /&gt;Afterwards, the participants were divided into two workshop groups to discuss the issue of why there are migrant workers in Taiwan. Some of the ideas that came out of the workshop are that migrant workers are needed by the employers not only to get a source of cheap labor but also to cheapen even the price of local labor. This in turn would create friction between the local and migrant workers instead of blaming the employers and even government policies for the local laborers woes. Migrant workers also tend to be more docile as they are already indebted even before coming to Taiwan and are denied the rights and benefits enjoyed by local workers.&lt;br /&gt;&lt;br /&gt;Dr. Pao-Yu Ching, a visiting economics professor at the Graduate School of Social Transformation Studies talked about the internationalization of capital and unemployment. Essentially, she said that the root causes of unemployment in Taiwan and as to why are there migrant workers here are the same, i.e. internationalization of capital. (Please refer to the Common Understanding)&lt;br /&gt;&lt;br /&gt;It is also interesting to note some of the comments made by the participants regarding migration. Mr. Kao of the Labor Front stated that from the historical perspective, Taiwan itself is a migrant country. On the other hand, Mr. Isak of Taiwan Indigenous Peoples Association pointed out that the Indigenous Peoples here are like "foreign" workers as to their working conditions and the need to move out of their homelands to work. Professor Tsai of Hsih-Shin University added that if most of Taiwan's industries relocate abroad because of internationalization of capital, Taiwanese workers might need to be migrants later.&lt;br /&gt;&lt;br /&gt;What is significant about this two-day activity is that this was the first time that different labor groups sat down together to discuss the issues of unemployment and migration in Taiwan in the context of Internationalization of Capital. The monopoly capitalist backed by the imperialist powers have used international organizations, such as the WTO, the IMF and the APEC as tools to force globalization, liberalization and privatization upon nations in order to open up borders for trade and investment with the sole purpose of sucking dry the fruits of labor from working people of the world. Since the latest crisis of the international capitalist system that began in Asia in 1997, many more people in Asia have suffered unemployment, lost their homes, and have seen their lives devastated. &lt;br /&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;In the process of internationalization of capital, Taiwanese capitalists, though still in the minor league, have behaved just like any big capitalists elsewhere. Their mission is to serve the interests of capital by maximizing profit. They have done this by, on the one hand, investing in countries such as Malaysia, Indonesia, Thailand, the Philippines, and Vietnam to take advantage of their lower wages. On the other hand, they got the government in Taiwan to import migrant workers for them. Both of these schemes are two parts of the same strategy, which is to suppress workers' wages and benefits here. We need to understand that migrant workers who had to leave home in order to earn a living suffer from the same root cause as the unemployed workers here. Both are the victims of the internationalization of capital and the liberalization and privatization that go with it. When the bosses pay migrant workers lower wages and no benefits, they are able to push down the wages and benefits of local workers. Therefore, the struggle to improve the working conditions for the migrant workers and for local workers is really the same struggle. The bosses want the domestic workers to compete with the migrant workers, so they can divide and rule. When the local workers understand that unless the migrant workers can win higher wages and better working conditions, their wages and benefits go down too. This understanding will unite local workers and migrant workers in their common struggle.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;Common Understanding of the Conference&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Through the two-day conference, we, from different groups, even some divisions happened during the two-day conference, still have the common understanding as following:&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;1. Tendencies of the reality nowadays&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;The internationalization promoted by the internationalization of capital is deepening the capitalist exploitation of labor in all sectors. Capitalism treats labor power as commodity, and migrant workers are its extreme presentation of The governments of these import/ export countries and the capitalists who hire migrants benefit from the transnational movement of laboring force; and as we have mainly discussed about Filipino workers, migrants are forced to work overseas because international capitals have promoted liberalization, deregulation and privatization and made the lives more difficult for them.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;2. Main problems&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;In the importing countries, migrants have got no rights. They don't have any legal nor political rights as citizens, and as workers their deserved protections and rights are not equal to local ones. The present migrant worker’s policy of Taiwan government are unreasonable in many aspects; the process when making policies is not transparent and there is no worker’s participation; One of the most important problem is that migrants are not equal with locals in work, payment and rights.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;3. What is to be done ?&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;The common enemy of local and migrant workers are transnational and local capitalists; They on one hand search for exploitation of labor as deep as possible, on the other hand try to disunite local and migrant workers to weaken the power if they unite together. Local workers should not discriminate migrants and should put it as an important demand that local and migrant workers share the same work, payment and rights. What we have to do first is to investigate the present situation, especially on the conditions of migrants and their roles in Taiwan economy and society; all groups with different opinions should continue to have dialogue, to promote labor movement. 在資本國際化的過程中，台灣的資本家們，雖然規模仍小，但已表現得像其他 大資本家一樣。他們的使命是用獲得最高利潤以滿足資本的利益。一方面，他們 透過對馬來西亞、印尼、泰國、菲律賓及越南等國的投資，以便利用當地的廉價 動力。另一方面，他們要台灣政府為他們開放"外籍"勞工的引進。這兩種方式， 皆是他們用以壓低台灣工人薪資及福利的方法。我們必須理解到，造成移住勞工 必須離鄉背井地求生活與台灣的失業問題，實源於同一個根本原因。移住勞工及 本地失業勞工，皆是資本全球化、自由化及私有化下的受害者。當資本家付給移 住勞工較低的工資且不予其福利時，他便同時壓低了本地勞工的薪資及福利。因 此，提高移住勞工勞動條件的抗爭，事實上和本地勞工爭取提升勞動條件是同一 個抗爭。資本家要本地勞工和移住勞工競爭，因此勞工們便會被分化而容易統治 。本地勞工應該瞭解到，除非移住勞工也贏得較高的薪資和較好的勞動條件，否 則他們自己的薪資與福利會同樣地下跌。而這樣的理解，便可將本地勞工與移住 勞工團結起來，為共同的目標而戰鬥。&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;會 議 共 識&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;經過兩天的會議，我們各方雖然在許多方面仍有不同的意見，但在下列方面我 們有初步的共識：&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;一、當前現實的趨勢&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;由資本所推動的國際化正在加深資本主義對各個部門勞工的剝削。資本主義已把 勞動商品化，且在資本國際化的狀況下，付出勞動的工人也都成為商品，而移住 勞工則是這種商品化的極端表現。輸出∕輸入國的政府以及雇用移住勞工的資本 家均受惠於勞動力的跨國移動，而移住勞工—在這個會議裡我們集中地討論了菲 律賓勞工—則由於國際資本在菲國所推動的自由化、去管制化與私有化，使得生 活更加困難而不得不成為移住勞工。&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;二、主要的問題&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;在輸入國中，移住勞工沒有任何權利；不具有公民在法律上、政治上諸權利， 而且移住勞工做為勞工所應得的保障與權利也遠遠不如本地勞工。當前台灣政府 的"外勞"政策存在著許多不合理之處，在政策制定的過程中完全是官資雙方的黑 箱作業，而沒有勞工的參與，最嚴重的問題之一則是移住勞工與本地勞工不能同 工、同酬、同權。&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight:bold;"&gt;三、我們當前的工作&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;本地勞工與移住勞工的共同敵人是跨國資本家與當地的資本家，資本家一方面 力求儘量剝削工人的勞動，一方面企圖分化本地勞工與移住勞工以削弱工人團結 的力量。本地勞工對於移住勞工不應有歧視的態度，並且應把本勞與移住勞工同 工同酬同權當成重要的訴求。出路的第一步是針對現況、特別是移住勞工的處境 及其在台灣經濟社會中的角色，進行更深入的調查；各個勞工團體與社運團體應 繼續維持對話，以助勞工運動的發展。本地勞工的工運和移住勞工的工運任何一 方的強大，對於另一方都有很大的助益。 &lt;br /&gt;&lt;/span&gt;&lt;div class="blogger-post-footer"&gt;&lt;img width='1' height='1' src='https://blogger.googleusercontent.com/tracker/13403307-111784799526091793?l=mlpublication.blogspot.com' alt='' /&gt;&lt;/div&gt;</content><link rel='replies' type='application/atom+xml' href='http://mlpublication.blogspot.com/feeds/111784799526091793/comments/default' title='Post Comments'/><link rel='replies' type='text/html' href='http://www.blogger.com/comment.g?blogID=13403307&amp;postID=111784799526091793' title='0 Comments'/><link rel='edit' type='application/atom+xml' href='http://www.blogger.com/feeds/13403307/posts/default/111784799526091793'/><link rel='self' type='application/atom+xml' href='http://www.blogger.com/feeds/13403307/posts/default/111784799526091793'/><link rel='alternate' type='text/html' href='http://mlpublication.blogspot.com/1999/06/1999.html' title='1999資本國際化與失業問題座談會'/><author><name>longtimeago</name><uri>http://www.blogger.com/profile/08334511138217605043</uri><email>noreply@blogger.com</email><gd:image rel='http://schemas.google.com/g/2005#thumbnail' width='32' height='32' src='http://www.pingying.com/media/1/20050425-chief.jpg'/></author><thr:total>0</thr:total></entry><entry><id>tag:blogger.com,1999:blog-13403307.post-111784777451710218</id><published>1999-06-04T08:15:00.000+08:00</published><updated>2005-06-09T11:35:08.716+08:00</updated><title type='text'>Editors' Note:  Why do we use "migrant workers" instead of "foreign workers" ?</title><content type='html'>Why do we use "migrant workers" instead of "foreign workers" ? Since our purpose is to promote understanding and solidarity, we chose the term "migrant workers."
